WEBSITE WORK 7-17-15

I've been rearranging things in an effort to be a little more organized.

- Registration area has been condensed to a single forum
- Rules are now found within the Registration area since you are supposed to read them prior to applying for your number
- There were several application threads which I merged into one
- Old news archived
- Site logo and background changed.

***There will most likely be more to come because I can't stop touching stuff.***
